Copy the contents of CD1 to a dir.
Copy the contents of CD2 excluding the Autorun dir and the autorun.inf to the same dir.
Edit the en-us_filelist.txt with notepad:

Swap the SimCity 4.exe in the Apps dir for NoCD crack if you wish making sure you keep a copy of the original. I usually create a dir called ORIG on the DVD.
Burn to a SDV with the Label SIMCITY4.
