1) Create a Temp folder on your hard drive.
Name this folder: SIMCITY4DVD. This will be the name (Label) of our DVD.
2) Copy all the contents from the SimCity 4 CD1 to the Temp folder.
3) Copy all the contents from the SimCity 4 CD2 excluding the AutoRun Directory and the AutoRun.inf file. to the Temp folder. (Overwrite any files if asked)
4)In the temp folder edit the en-us_filelist.txt with notepad:

2,1,SimCity_4.dat

1,1,Video Cards.sgr
1,1,SimCity_1.dat
1,1,SimCity_2.dat
1,1,SimCity_3.dat
1,1,SimCity_4.dat
1,1,SimCity_5.dat
5) Create another folder inside the (SIMCITY4DVD) Temp folder.
Name this folder: Rush Hour.
6) Copy all the contents from the Rush Hour CD to the Rush Hour folder.
7) Create another folder inside the (SIMCITY4DVD) Temp folder.
Name this folder: Cracks.
8) Put the SimCity 4 and Rush Hour Cracks inside this folder.
9) Using the Notepad create a text file named “Serials.txt” (without the Quotes). Paste the “Serials” for both games into this text file and save it in the SIMCITY4DVD folder.
10) Download my SimCity 4 + Rush Hour Custom Install Menu from here.
Extract the contents of the zip file to the SIMCITY4DVD folder overwriting any files if prompted.
11) Burn the contents of the Temp folder to a DVD with the Label: SIMCITY4DVD
